The lagoon and marshland at the bottom of the hollow were filled in as the city grew. Parts of lower Cow Hollow sit near the edge of the state-mapped liquefaction zone that covers the Marina.

Lowering a garage slab for an ADU on the lower blocks can bring excavation close to groundwater. That is solvable with sub-slab drainage, waterproofing, and sometimes a sump, but only if it is designed in.
