Russian Hill has the city’s most famous switchbacks on Lombard Street and one of its steepest blocks, Filbert between Leavenworth and Hyde, at 31.5 percent. Public stairways like the Vallejo Street steps and lanes like Macondray stand in for streets where cars can’t go. Concrete work here means stairs, walls, and access, and every pour is a logistics problem first.

Concrete on the city’s steepest ground

On Russian Hill the slope decides how material reaches the job, how forms hold, and where water ends up. We plan for all three before quoting.

△ When the truck can’t get close

On grades approaching 30 percent, concrete trucks cannot stage at the house. We pump from the nearest workable spot, sometimes a block away, and pour from the bottom of the form up so fresh concrete isn’t fighting gravity.

Street-space permits for the pump and any lane or sidewalk closure are part of the job.

§ Sidewalks that become stairs

On some of the steepest blocks, the public sidewalk is a staircase. It is still governed by the Public Works Code, so the fronting owner maintains it and repairs follow city standards and permits.

Rebuilding a stepped sidewalk is more formwork than flatwork, and we treat it like the stair job it is.

In 1906, a handful of houses near the top of Russian Hill survived while the fire burned around them, including along the Vallejo Street crest, an area now protected as a city historic district.

Exterior changes there can involve Planning review, so we check a parcel’s status before designing anything visible from the street.

Can a concrete truck get up my street?
Often not to your door. We set a pump where the truck can stage safely and run line up to the forms. Small pours may use smaller loads. Either way, you see the access plan before pour day.
Who maintains the stepped sidewalk in front of my house?
The fronting property owner, the same as a flat sidewalk. Repairs need a Public Works permit and must meet city standards. We handle both.
Does every retaining wall on Russian Hill need an engineer?
Not every one, but most. Walls over 4 feet need engineering and a permit, and so do shorter walls that support a surcharge such as a driveway, a building, or a steep slope above. That describes most walls on the hill.
